Periodically measure travel times through congested locations and record volumes and densities. Travel times can be measured by floating cars. Instrumented cars that automatically record travel times may be available on loan from a state highway department.If there are locations where traffic congestion varies from day to day, consider installing permanent surveillance devices with communications links to the traffic management site. A number of surveillance devices are available for automatically determining vehicle volumes and occupancies.

Establish an accident database with the location, time, nature, and cause of accidents and the traffic conditions in which they occurred.
