Keep records of all accidents by date and time, location, type, severity, and cause.If congestion is infrequent but severe, keep records of where, when, and why it occurs. If congestion regularly occurs in particular locations, monitor delays periodically with a floating car to estimate the amount of delay over the course of the congested period to determine if it is serious enough to require some action.
